蔡英文總統的2020大選政見「0-6歲國家一起養」，承諾未來四年，「公共化幼兒園」（公立與非營利幼兒園）會增加6萬個名額，「準公共化幼兒園」會增加16萬個名額，以便減少育兒家庭的經濟負擔。<br />

但是，台灣多數家長還是優先想要「公共化幼兒園」，甚至千方百計抽籤、排隊。根本的原因在於，「準公共化」只是降低費用，但是買不到安心！優質的私立幼兒園數量其實太少，一般家長還是更信任公共化的幼兒園服務。<br />

各界已指出，持續擴大的「準公共化（私立）幼兒園」政策漏洞百出，包括：品質管理不易、收費巧立名目、教保人員仍然血汗低薪、家長怕補助消失所以不敢糾舉業者違法等等。這種「準公共化」本質上仍是私人營利單位，並不符合公共化幼兒園追求公益的精神。可以說，準公共化私立幼兒園政策，只是「偽公共化」而已。<br />
<br />
為了矯正錯誤的「準公共化」政策方向，我們具體主張：<br />
<br />
一、新當選政府應提出實施計畫，依民眾需求數量全面擴大「公共化幼兒園」。不管在國土何處，只要人民提出需求，政府就有義務提供公共化幼兒園名額，不必抽籤。<br />
<br />
二、為此，未來應依《教育經費編列及管理法》，將不斷增加的教育經費，優先投入學前教育公共化。<br />
<br />
三、應以上述教育經費建立國家級公共托育發展基金，跨年度推動學前教育公共化。<br />
